与我国新的发展阶段相适应，新时代人才培养必须有新的目标要求、新的发展战略和新的决策部署。大学作为重要的人才培养与知识生产场所，对科技与社会发展有着不可或缺的价值。传统研究型大学虽然在创造人类知识和推动社会进步中扮演着非常重要的角色，但由于其机构体量较大、体制比较复杂等问题，在创造新科学技术和培养创新型人才方面饱受争议。另外，近年来人工智能等新技术的迅速发展，也对高等教育的转型和发展提出了新的挑战。为了应对这类挑战，近几十年间，新型研究型大学在全球范围内不断涌现。这些新型研究型大学大都是以高科技为基础的理工科大学，如日本筑波大学、韩国科学技术院等。

上科大的实践探索经验
